Job Title: Director – Human Resources Management and Development

Position Description:
The Director, Human Resources Management and Development is responsible for the Strategic Alignment of the Human Resources and Organisational Policies to facilitate the achievement of the Organisation’s objectives. The incumbent is responsible for developing and implementing Human Resource Management and Development Strategies to support the Corporate Objectives. The Job Holder is expected to create Institutional Systems which ensures Talent Management, Staff Development and Productivity, as well as, maintaining harmonious industrial relations. The incumbent will also be responsible for the Agency’s Payrolls.

Required Qualifications:

  • NVQJ- Level 6 Certification or the equivalent Masters Degree in disciplines such as: Human Resource Management, Industrial Psychology, Organisational Development, Public Administration, Industrial Relations.
  • Specialized training in employment law, compensation, organisational planning, organisation development, employee relations, safety, and training, would be an asset.
  • At least five (5) years relevant experience in a comparable position. The experience, ideally, should be gained from an industry/environment similar to what prevails at the HEART Trust/NTA. This could include one or a combination of these: Public Administration, Higher Education Institutions, Financial Service Organisations or a Large Labour-Intensive Business Operation.

OVERVIEW OF EMPOWERMENT PROGRAMME

The goal of the programme is to improve the capacity of over four hundred and fifty (450) persons with disabilities through the provision of case management and professional/career development support. The programme will be implemented in ALL parishes. Applicants are asked to indicate the parish in which they are interested in working.

The objectives of the programme are to:

  • Maintain effective case management of all assigned participants
  • Expose participants to key employability skills
  • Provide work experience to participants through apprenticeship opportunities
  • Engage participants in voluntary service

Position Description:

The Instructor is responsible for training and assessing TVET Trainees to ensure that they acquire the requisite skills and knowledge for their respective occupations. The Head of Section also oversees the coordination of Trainee’s Welfare Programmes.

Job Title:Quantity Surveying Officer

Position Description:

The Quantity Surveying Officer is responsible for providing highly specialized quantity surveying support work for the planning and implementation of building construction assignments undertaken by the Trust. The incumbent manages small construction projects and lease agreements for properties leased/rented by the Trust. The position plays a major role in ensuring that the Trust gets value for money from its construction projects.

Required Qualifications:
  • • NVQ-J Level Certification or the equivalent Bachelor’s Degree in Quantity Surveying 
  •  • Training in Project Management 
  •  • At least five (5) years’ work experience in a comparable position in a Construction environment
Desired Qualifications:
  • • Prepare Bills of Quantities for small construction projects and preliminary estimates for approval by relevant authority 
  • • Liaise with external consultants in the development of plans for construction projects
  • • Participate in the preparation of the annual Land and Building Capital Budget 
  • • Liaise with Landlords in relation to repairs and other conditions of contracts to ensure compliance  
  • • Monitor leases to ensure timely renewal and implementation of changes to contracts 
  • • Monitor work progress and prepare valuation/payment recommendation in relation to work completed and in accordance with terms of contract 
  • • Prepare and submit status reports on construction works in progress

  •  • Interpret accreditation data and make changes to course design and delivery if necessary 
  •  • Coordinate training activities to produce an effective and efficient delivery system

  • • Prepare and submit monthly performance and other reports to the Director/Principal or Manager or Deputy Manager
