Executive Director, HEART Trust/NTA
Dr Wayne Wesley is the Executive Director of the HEART Trust/NTA. He has led the integration of the National Training System through greater inclusion of private and public training providers and the development of Workforce Colleges and TVET Institutes. He also led the establishment of a flexible and responsive system by innovatively repositioning the Organization to address the workforce needs of local and foreign direct investments. Dr Wesley also provides regional leadership in workforce development as the Chairman of the Caribbean Association of National Training Authorities (CANTA).
A 2003 Fulbright Scholar, Dr Wesley has over twenty two (22) years of experience in the Education and Training sector and has been engaged in numerous consultancies locally, regionally and internationally. His professional experience spans industrial engineering, technical education, strategic leadership and executive management.
Dr Wesley holds a first class honours Bachelor of Education Degree in Industrial Technology from the University of Technology, Jamaica (UTech, Jamaica); a Master of Science in Manufacturing Systems from Southern Illinois University, and a Doctor of Philosophy in Industrial Engineering from Florida State University. He has successfully completed Executive Education programmes at the Harvard University and Manchester Business School in Leading Economic Growth and Innovation, and Advanced Management, respectively. He also holds a Post Graduate Diploma in Financial Services Management from the Jamaica Stock Exchange e-Campus, and a Level 8 Certificate in Strategic Direction and Leadership from the Chartered Management Institute in the United Kingdom.
Prior to joining the HEART Trust/NTA, Dr Wesley served UTech, Jamaica with distinction for over sixteen years. His tenure culminated in his promotion and appointment to the academic rank of Senior Lecturer and Programme Director for the Industrial Engineering Programme. In addition, he also served as President of UTech’s Academic Staff Union.
Dr Wesley is a registered Professional Engineer, a Chartered Manager and Fellow of the Chartered Management Institute, and a Fellow of the American Society for Quality. He has published and presented several research papers in international peer reviewed journals and conferences respectively. He also served on the Editorial Review Board for the Journal of Quality Engineering.
Dr Wesley is a Commissioner on the Labour Market Reform Commission as well as the Co-Chair for the Education and Training Thematic Working Group of the Planning Institute of Jamaica. Dr Wesley also served on the Council of UTech, Jamaica, the University Council of Jamaica, and the Jamaican Foundation for Lifelong Learning and the Jamaica Cadet Committee. In addition, he also served on several regional and international committees to include the CARICOM Education for Employment Programme, the Technical Committee of the International Labour Organization, and WorldSkills International Strategy Committee.
He is a graduate of St. Andrew Technical High School and enjoys playing basketball. He is an Evangelist and is married with three children.
